Prohibits state agencies from disclosing medical marijuana patient, cultivation, or caregiver identification card information to the federal government or unauthorized third parties, except pursuant to a court order; violations constitute a class E felony

Requires marijuana dispensary facilities to refrain from creating or retaining consumer identifying information upon written request, with a $2,500 fine per violation

Creates the "Intoxicating Cannabinoid Control Act" requiring all hemp-derived cannabinoid products to be cultivated, manufactured, tested, transported, and sold exclusively through licensed marijuana facilities under Article XIV of the Missouri Constitution

Imposes penalties of $5,000 per transaction and a class D felony for selling hemp-derived cannabinoid products outside licensed marijuana facilities; prohibits non-licensed businesses from using "dispensary" in their names

Declares the Intoxicating Cannabinoid Control Act an emergency measure effective immediately upon passage due to concerns about unregulated intoxicating cannabinoid products in the state
