Expands student transfer options beginning in the 2027-28 school year to allow any student to transfer to another public school district, removing the current requirement that transfers only apply to students in unaccredited districts or attendance centers

Eliminates tuition payments between sending and receiving districts for transfer students, with transfer students counted as residents of the receiving district for state and federal aid purposes

Requires school districts and charter schools to report available enrollment slots by grade level and school by July 15, 2027, and by the first day of each month thereafter to the Department of Elementary and Secondary Education

Allows school districts and charter schools to adopt policies permitting children of their employees or contractors to attend tuition-free, starting in the 2025-26 school year, with the child counted as a resident pupil for state aid calculations

Allows property owners who pay at least $2,000 annually in school taxes to a district other than their district of residence to send up to four children to that district tuition-free, provided they have owned the property for at least four consecutive years
