Renames the "Missouri Student Religious Liberties Act" to the "Missouri Safeguarding Personal Expression at K-12 Schools (SPEAKS) Act" and expands protections from religious expression only to include political and ideological viewpoints

Prohibits public school districts from discriminating against students based on religious, political, or ideological viewpoints in classroom assignments, homework, artwork, and oral presentations, with work evaluated on academic standards rather than viewpoint content

Permits students to pray, organize religious/political/ideological clubs, wear clothing with such messages, and engage in related activities before, during, and after school to the same extent as other noncurricular activities, provided they are not disruptive

Protects student clubs from discrimination based on their viewpoints or requirements that members affirm the organization's beliefs, standards of conduct, or mission

Creates a private cause of action allowing harmed individuals to sue public schools for declaratory/injunctive relief, monetary damages, and attorney's fees, with a minimum award of $5,000 for violations and a two-year statute of limitations
