Replaces percolation tests with soil morphology evaluations as the standard method for assessing on-site sewage disposal system sites, with percolation tests permitted at administrative discretion only until December 31, 2026

Establishes a mandatory registration program with continuing education requirements for on-site wastewater treatment system professionals, effective January 1, 2027

Requires a construction permit (in addition to application and fee) before constructing, modifying, or repairing on-site sewage disposal systems

Removes the previous $90 fee cap and periodic county/city enforcement review provisions, replacing them with authority for the department to set "reasonable fees" through regulation

Expands the list of qualified soil evaluators to include department-registered on-site soil evaluators, professional engineers, sanitarians, geologists, and soil scientists with at least 15 credit hours in soils science
