Creates the "Delivery Network Company Insurance Act" establishing insurance requirements for app-based delivery services (like DoorDash, Instacart) operating in Missouri, effective October 1, 2027

Requires minimum liability coverage of $50,000 per person for bodily injury, $100,000 per accident for bodily injury, and $25,000 for property damage during both the "delivery availability period" (logged into app waiting for orders) and "delivery service period" (actively picking up or delivering goods)

Delivery network company drivers are classified as independent contractors, not employees, for all purposes under the act

Allows personal auto insurers to exclude coverage and deny claims for incidents occurring during delivery work, shifting liability to delivery network company insurance policies

Requires delivery network companies to disclose in writing to drivers what insurance coverage is provided and that their personal auto policy may not cover them while working on the platform
