Removes the provision allowing charter schools to operate in school districts located within counties with 150,000-200,000 inhabitants (Boone County), effectively eliminating charter school authorization in that area

Deletes the exemption that excluded Boone County charter schools from certain funding provisions in subsections 15-18 of section 160.415

Retains existing charter school authorization for metropolitan school districts, urban districts in cities over 350,000 population, and districts classified as unaccredited or provisionally accredited

Maintains the 35% enrollment cap for charter schools sponsored by local school boards in districts accredited without provisions with enrollment of 1,550 students or greater

Makes conforming technical changes throughout sections 160.400 and 160.415 to remove references to the eliminated Boone County provision
