Amends requirements for initiative petition ballot summary statements to be "complete, concise, clear, and accurate" in addition to the existing "sufficient and fair" standard

Establishes a structured revision process when courts find ballot summary statements deficient: secretary of state must submit first revision within 7 days, second within 5 days, and third within 3 days; if all three fail, the court writes the final statement

Authorizes courts to enjoin initiative measures from circulation or ballot placement if a complete, concise, clear, and accurate summary statement cannot be written in 100 words or less due to single-subject requirement violations

Requires ballot title challenge lawsuits to be fully adjudicated within 180 days of filing (and more than 70 days before the election), or the case is extinguished unless extended for court scheduling issues

Limits the summary statement for initiative petition measures to a maximum of 100 words, formatted as a non-argumentative question
