Authorizes the governor to sell and quitclaim state-owned property in 14 locations across Missouri, including Harrisonville (Cass County), Kirksville (8.57 acres in Adair County), Springfield (multiple parcels in Greene County), Festus (Jefferson County), Doniphan (Ripley County), Higginsville (Lafayette County), Jefferson City (Cole County), Richwoods (2.07 acres in Washington County), and Lee's Summit (8.315 acres in Jackson County)

Transfers approximately 109.15 acres and 3.29 acres in Marion County (Hannibal) from the state to the Missouri Highways and Transportation Commission for consideration not exceeding one dollar

Conveys multiple parcels in Jefferson City (Cole County) to the City of Jefferson, including permanent tract descriptions totaling approximately 1.22 acres and temporary construction easements totaling approximately 3.23 acres

Transfers two tracts in Nodaway County along the former Norfolk & Western Railroad right-of-way

Requires the Commissioner of Administration to set conveyance terms including appraisal requirements, and the Attorney General to approve the form of all conveyance instruments
