Allows lottery games based on sporting events with ticket prices up to $5 and permits online sales of electronic scratcher, draw, and pull-tab games through internet applications on personal devices

Increases excursion gambling boat admission fee from $2 to $4 per person, with $2 of the fee directed to the Missouri Veterans Commission

Creates the Illegal Gaming Enforcement Fund and establishes the Missouri Gaming Bureau within the Department of Public Safety to investigate gaming violations and conduct background checks on license applicants
