Adds the City of St. Louis circuit court to the list of courts authorized to charge up to $20 for civil case filing surcharges, alongside Jackson County and circuits that reimburse the state for family court commissioner salaries

Most other Missouri circuit courts remain limited to a maximum surcharge of $15 for civil case filings

Removes an expired provision (December 31, 2019) that had allowed first classification counties with 101,000-115,000 inhabitants to impose an additional $10 fee on certain civil cases

Surcharges do not apply to proceedings where costs are waived or paid by the county, state, or any city

Circuit court judges sitting en banc retain authority to set and change the surcharge amount within the applicable limits
