Prohibits government authorities from encouraging children to withhold information from parents or withholding information from parents about their child's physical, emotional, or mental health

Removes minors' ability to independently consent to medical treatment for venereal disease and drug/substance abuse, limiting minor self-consent to pregnancy-related care only (excluding abortions)

Creates private right of action allowing parents to sue government entities for violations, with remedies including declaratory relief, injunctive relief, compensatory damages, and attorney's fees
