Establishes the Missouri GIS Advisory Council within the Office of Administration's Information Technology Services Division to advise on statewide geospatial data infrastructure

Council membership includes representatives from 8 state departments (Conservation, Economic Development, Health, Natural Resources, National Guard, Public Safety, Transportation, Secretary of State), plus federal agencies (USGS, USDA, National Geospatial Agency)

Commissioner of Administration appoints at least 14 citizen members representing federal, city, county, and local government; private sector; public safety; licensed land surveyors; and academia to serve two-year terms

Council must meet at minimum quarterly, elect a chair and chair-elect for one-year terms, and designate an executive secretary to maintain records

Prohibits the council from collecting any personally identifiable information, including names, social security numbers, or biometric data
