Requires annual safety assessments for all public schools and public charter schools in any city not within a county (St. Louis City) or any county with more than one million inhabitants (St. Louis County), effective July 1, 2028

Assessments must evaluate vulnerabilities to school shootings and intruders, including access controls, video surveillance, visitor management systems, emergency communication tools, bleeding control kits, AEDs, playground fencing, bollards, and safety film for glass

Department of Public Safety, local emergency services, and local law enforcement must provide reasonable assistance to schools in implementing the assessments

Department of Elementary and Secondary Education, with the Department of Public Safety, must provide each school an annual report summarizing safety vulnerabilities with specific mitigation recommendations, and provide a copy to the General Assembly

Safety assessment reports are exempt from public records requirements under Chapter 610 and shall not be available for public examination
