Establishes the "Public School Open Enrollment Act" allowing K-12 students to transfer to nonresident school districts or charter schools beginning July 1, 2028, with participation voluntary for receiving districts

Caps outbound transfers at 3% of a district's enrollment initially, increasing by 1% every two years the district reaches its cap, up to a maximum of 5%

Requires students accepting transfers to commit to the nonresident district for at least two school years and limits students to one transfer per school year with a 365-day athletic ineligibility period for grades 9-12 transfers unless exceptions apply

Creates the "Parent Public School Choice Fund" to reimburse districts for special education costs exceeding state and federal funding, capped at three times the current expenditure per average daily attendance

Beginning in the 2025-26 school year, allows districts and charter schools to adopt policies permitting children of employees or contractors to attend tuition-free in their parent's workplace district
