Missouri National Guard members on state active duty for more than 30 days shall receive monthly allowances covering TRICARE or other government-sponsored health insurance premiums, with a minimum pay rate equivalent to E5 grade with maximum longevity

Creates the "Cybersecurity Mission Act" allowing the National Guard to provide cyber-attack prevention, response, and support services to state entities, political subdivisions, utilities, and critical infrastructure facilities upon request from the Department of Public Safety director

Establishes the "MO GIVES Program" providing paid leave of up to 45 days for National Guard members who become living organ donors, including per diem and housing allowances during the donation period

Creates medallion, medal, and certificate recognition programs for veterans of Operation Iraqi Freedom/New Dawn (March 2003-December 2011), Operation Enduring Freedom/Freedom's Sentinel/Allies Refuge (October 2001-August 2021), and Operation Desert Shield/Storm (August 1990-June 1991)

Increases paid military leave for state and local government employees who are National Guard or reserve members from 120 to 160 hours per federal fiscal year, and expands the state income tax exemption to include survivor benefits derived from military retirement benefits
