Secretary of state must establish a unique identification coding system for all precincts statewide based on Federal Information Processing Standards codes issued by the National Institute of Standards and Technology

Secretary of state must publish a voter registration list on the secretary's website by the third Wednesday prior to each election containing voter ID numbers, names, year of birth, addresses, townships/wards, and precincts

Absentee ballot envelopes must now include the precinct code corresponding to the voter's voting address in addition to existing required information

Election authorities must report vote abstracts by precinct (rather than polling place) and must aggregate regular and absentee votes together when certifying results to the secretary of state

Extends the expiration date for the secretary of state's authority to collect additional $5 technology trust fund fees on various business filings (LLCs, corporations, nonprofits, partnerships, trademarks, UCC filings) from December 31, 2026 to December 31, 2030
