Missouri would join the Dentist and Dental Hygienist Compact, allowing dentists and dental hygienists licensed in participating states to practice in other member states without obtaining additional licenses through a "Compact Privilege" system.

Compact becomes effective when seven states enact it; participating states must accept National Board Examinations, require graduates from accredited dental programs, implement criminal background checks, and maintain continuing professional development requirements.

Creates the Dentist and Dental Hygienist Compact Commission as a joint government agency with one commissioner per state to administer the compact, establish rules, maintain a data system for licensure and disciplinary information, and collect fees from participating states and licensees.

Active military members and their spouses are exempt from Commission fees for obtaining a Compact Privilege; remote states may also reduce or waive their fees for military families.

Licensees practicing under a Compact Privilege must follow the scope of practice laws of the state where they are practicing and remain subject to that state's regulatory authority, including potential adverse actions for violations.
