Mandates that health care workers report violations to law enforcement, with penalties of up to 5 years imprisonment and fines of $2,500-$10,000 for failure to report; killing a child born alive constitutes first-degree murder

Creates civil liability for causing death of a born-alive child, failing to comply with care requirements, performing unlawful abortions, or supplying means for self-induced or unlawful abortions

Allows wrongful death lawsuits by spouse, partner, parents, siblings, or children, with recoverable damages including loss of future fertility and attorney's fees; bars consent and assumption of risk as defenses
