Creates a "State of Missouri Seal of Civic Recognition" program administered by the Department of Elementary and Secondary Education's Office of College and Career Readiness for graduating seniors from public, private, parochial, or home schools

Awards three seal levels based on years of civic education completed: Bronze (2-4 years), Silver (4-6 years), and Gold (6+ years of instruction in governance, ethics, and history)

Requires eligible students to participate in school governance, community civic engagement, mentorship programs with government officials, and civic clubs (such as FFA, American Legion, or Kiwanis), plus commit to at least one year of post-graduation community or military service

Encourages nominating entities (civic organizations, veteran groups, businesses, individuals) to provide scholarship assistance, apprenticeships, internships, or mentoring to seal recipients

Students who commit to military service or ROTC enrollment receive a "Letter of Congratulations, Commendation, and State Gratitude" signed by the Governor, Speaker of the House, and Lieutenant Governor
