Proposes a constitutional amendment to be placed on the November 2026 general election ballot or a special election called by the governor

Amends Article IV, Section 36(c) of the Missouri Constitution to authorize the General Assembly to implement work and community engagement requirements for MO HealthNet (Medicaid) recipients

Applies to adults ages 19-64 with income at or below 138% of the federal poverty level who are eligible under Medicaid expansion

Retains existing eligibility requirements and protections while adding new authority for work requirements as a condition of coverage

Official ballot language asks voters: "Shall the Missouri Constitution be amended to permit the use of work and community engagement requirements for able-bodied adult Medicaid recipients?"
