Proposes a constitutional amendment to be placed on the November 2026 general election ballot requiring work requirements for MO HealthNet (Medicaid) recipients ages 19-64 who are not pregnant or enrolled in Medicare

Applicants must demonstrate compliance with federal work requirements for three consecutive months before enrollment, with documentary evidence required (self-attestation not accepted)

Enrolled individuals must maintain ongoing compliance with work requirements each month to remain eligible, with automatic disenrollment for non-compliance

Prohibits the Department of Social Services from implementing additional optional exemptions to work requirements without express legislative approval through enacted statute

Removes existing constitutional language that prohibited imposing greater eligibility burdens on Medicaid expansion enrollees compared to other Medicaid populations, and requires state plan amendments to be submitted to CMS by March 1, 2027
