Constitutional amendment submitted to Missouri voters for the November 2026 general election to repeal and replace Section 39(g) of Article III regarding sports wagering regulation

Removes the National Football League from the definition of "professional sports team" eligible for sports wagering licenses, while retaining MLB, NHL, NBA, MLS, WNBA, and NWSL

Establishes licensing framework with retail licenses (up to $250,000 fee) for excursion gambling boats and professional sports teams, and mobile licenses (up to $500,000 fee) for online sports wagering operators

Imposes 10% tax on adjusted gross revenue from sports wagering, with revenues directed to education after covering Commission expenses and allocating the greater of 10% or $5 million to the Compulsive Gaming Prevention Fund

Sets minimum age of 21 for sports wagering, requires start date no later than December 1, 2025, and prohibits betting on individual athlete performance in single Missouri collegiate games and on youth/high school events
