Proposes a constitutional amendment to change how Missouri's Blind Pension Fund is funded, replacing the current property tax levy (0.5 to 3 cents per $100 valuation) with direct legislative appropriations

Requires the General Assembly to appropriate at least the same amount each year as was appropriated for fiscal year 2026-27, establishing a funding floor

Allows remaining fund balances after pension payments to support the Commission for the Blind, with any further surplus transferred to the distributive public school fund

Would be submitted to Missouri voters at the November 2026 general election or a special election called by the governor
