Proposes a constitutional amendment to be submitted to Missouri voters at the November 2026 general election or a special election called by the governor

Beginning January 1, 2027, residential real property (including single-family and multi-unit rentals) would be assessed at the same value as the most recent previous assessment, rather than current market value

Caps annual assessment increases at the lesser of the change in consumer price index or 2% per year

Allows assessments to exceed the cap only to reflect value added from new construction or improvements to the property

Maintains existing property classification system with three subclasses: residential property, agricultural/horticultural property, and utility/industrial/commercial/railroad/other property
