Proposes a constitutional amendment to be submitted to Missouri voters at the November 2026 general election or a special election called by the governor

Repeals the current Missouri constitutional provision declaring the right to keep and bear arms "unalienable" and subject to "strict scrutiny," replacing it with language tied to the U.S. Second Amendment and federal court decisions

Grants St. Louis City, Kansas City, and any Missouri county the authority to regulate firearm possession, carrying, and transfers through local ordinances, overriding state preemption laws

Allows localities to establish permit systems with fees covering administrative costs, permits valid for up to five years, and access to federal background check databases

Limits penalties for violations to a maximum fine of $1,000 and/or up to one year in county jail, and exempts active/retired law enforcement, full-time judges, licensed security guards, and military members from local regulations
