Proposes a constitutional amendment to be voted on in November 2026 that would repeal Missouri's current "unalienable" right to bear arms provision requiring strict scrutiny for any restrictions

Authorizes St. Louis City, Kansas City, and any Missouri county to enact local ordinances regulating firearm possession, carrying, and transfer within their boundaries, subject to Second Amendment limits and federal law

Permits localities to issue firearm permits/certificates valid up to five years, with fees limited to covering administrative costs, and allows use of the federal NICS background check system

Exempts active/retired law enforcement officers, full-time judges, licensed security guards, government employees, and military members from local firearm ordinances

Caps penalties for local ordinance violations at $1,000 fine and/or one year county jail, and authorizes law enforcement to seize firearms from persons legally ineligible to possess them
