Proposes a constitutional amendment to Article IV of the Missouri Constitution, titled the "Stop Socialism Act," to be placed on the November 2026 general election ballot or a special election

Prohibits any county from receiving state general revenue appropriations exceeding its proportional contribution to state income and sales tax revenues

Requires the Office of Administration and Department of Revenue to annually calculate each county's "revenue contribution" based on income taxes from residents plus sales taxes from transactions within the county

Mandates pro rata refunds to county residents when their county receives less in state appropriations than it contributed in taxes, with refunds distributed based on individual state income tax liability

Excludes appropriations for general obligation bond debt payments from the calculation of total state general revenue appropriations subject to the redistribution limits
