Proposes a constitutional amendment (Article XI, Section 14) prohibiting public utilities under Public Service Commission jurisdiction from charging customers for construction-in-progress costs on new or existing facilities

Bars utilities from recovering any costs associated with owning, operating, maintaining, or financing property until that property is fully operational and providing service to customers

Requires voter approval at the November 2026 general election or at a special election called by the governor
