Proposes a constitutional amendment to replace Missouri's nonpartisan court plan (Missouri Plan) with direct election of all judges, including Supreme Court, Court of Appeals, circuit, and associate circuit judges

Eliminates the current system where nonpartisan judicial commissions nominate candidates for the governor to appoint judges in certain jurisdictions (St. Louis City, Jackson County, and appellate courts)

Establishes judicial term lengths: 12 years for Supreme Court and Court of Appeals judges, 6 years for circuit court judges, and 4 years for associate circuit judges

Requires the amendment to be submitted to voters at the November 2026 general election or a special election called by the governor

Provides that current Supreme Court and Court of Appeals judges in office as of January 1, 2027, may complete their terms before their positions become subject to election
