Proposes a constitutional amendment to be placed before Missouri voters in November 2026 that would tighten requirements for citizen initiative petitions

Defines "single subject" requirement more strictly: initiative petitions must not extend beyond one sole purpose and may only contain additions or changes necessary to effectuate a single legislative change

Requires each initiative petition to have a summary statement of no more than 100 words that is complete, concise, clear, and accurate

Empowers courts to prohibit circulation of initiative petitions or remove measures from the ballot if the summary statement fails to meet the 100-word accuracy requirement and cannot be adequately rewritten

Maintains existing signature requirements: 8% of legal voters in two-thirds of congressional districts for constitutional amendments, 5% for proposed laws, filed at least 6 months before the election
