Proposes a constitutional amendment to change leadership of Missouri's Department of Transportation from the Highways and Transportation Commission to a governor-appointed director confirmed by the Senate

Reduces the commission's role from running the department to serving as an advisory body to the governor on transportation matters

Requires the amendment be submitted to voters at the November 2026 general election or a special election called by the governor

Maintains the commission's authority over the state highway system, aviation, railroads, mass transportation, ports, and waterborne commerce

Preserves existing requirements that no more than half of commission members be from the same political party and that employees (other than the director) be selected without regard to political affiliation
