Proposes a constitutional amendment (Section 37, Article I) to be submitted to Missouri voters at the November 2026 general election or a special election called by the governor

Establishes a fundamental right for parents to homeschool or educate children outside public schools free from all government regulation, restriction, or record-keeping requirements, even if receiving state aid, grants, or scholarship funds

Requires public schools and districts to provide transparent access to curricula and lesson plans via publicly accessible websites

Prohibits public schools from teaching students or training staff on critical race theory or concepts suggesting individuals are inherently racist, sexist, or oppressive based on race, religion, or gender; also prohibits diversity-equity-inclusion concepts promoting differential treatment based on protected characteristics (with an exception for equal opportunity instruction)

Eliminates requirements for public schools to adopt curricula conforming to statewide learning standards or academic performance standards defining required knowledge, skills, and competencies by grade level
