Proposes a constitutional amendment to be placed on the November 2026 general election ballot or a special election called by the governor

Eliminates the statute of limitations for civil actions arising from rape, forcible sodomy, or childhood sexual abuse of persons under age 18

Allows victims or their guardians to file civil lawsuits against perpetrators at any time, with no time restriction

Applies retroactively to revive claims that were previously barred by existing statutes of limitations as of the amendment's effective date

Creates an exception to Missouri Constitution Article I, Section 13, which generally prohibits retrospective laws
