Proposes a constitutional amendment (Article X, Section 27) to be placed on the November 2026 general election ballot or a special election called by the governor

Authorizes the Missouri General Assembly to create income tax credits for contributions made to agencies supporting pregnant and new mothers, born and unborn children, and their families

Specifically includes nonprofit pregnancy resource centers as eligible recipient organizations for tax-credited contributions

Prohibits tax credits for contributions to any entity that performs, induces, or refers for abortions, or advertises such services

Requires voter approval to amend the Missouri Constitution before the legislature can enact implementing legislation
