Reduces Missouri House of Representatives from 163 members to 102 members, with three house districts contained within each senate district, effective with the 107th General Assembly

Creates a "house independent bipartisan citizens commission" appointed by the governor from nominees submitted by state and congressional district party committees to handle redistricting

Establishes partisan fairness requirements for redistricting, including a cap of 15% difference in "wasted votes" between parties, with districts drawn based on one person, one vote principles allowing no more than 1% population deviation (3% if following political subdivision lines)

Changes term limits from 8 years per chamber (16 years total across both chambers) to 16 years total in the General Assembly without per-chamber limits

Requires the constitutional amendment be submitted to voters at the November 2026 general election or a special election called by the governor
