Proposes a constitutional amendment to replace Missouri's nine-member Coordinating Board for Higher Education with a single director appointed by the governor with senate consent

Eliminates the current requirement that no more than five board members be from the same political party

The new director would assume all powers and duties currently held by the Coordinating Board for Higher Education

Amendment would be submitted to Missouri voters at the November 2026 general election or at a special election called by the governor

Amends Section 52 of Article IV of the Missouri Constitution
