Establishes the "Show-Me Prosperity Fund" as a permanent state endowment in the Missouri Constitution, funded by legislative appropriations, gifts, donations, and grants

State Treasurer must invest the fund in S&P 500 exchange-traded funds or comparable index funds consistent with fiduciary standards for public trust funds

Once net investment earnings can replace all state individual income tax, sales and use tax, and corporate income tax revenue, those taxes would be eliminated; annual withdrawals capped at 3% of the fund's five-year average market value

Fund principal cannot be appropriated, pledged, or borrowed against; State Auditor must audit compliance at least once every three fiscal years

Would appear on the November 2026 ballot (or special election) for voter approval as a constitutional amendment
