Proposed constitutional amendment to be submitted to Missouri voters at the November 2026 general election, modifying Article III sections 1, 21, 22, 23, and 39 relating to legislative powers

Grants any Missouri citizen standing to sue the legislature for constitutional violations, with attorney's fees awarded to successful plaintiffs

Prohibits substantive changes to a bill's original title and purpose during the legislative process, with the original purpose established at the time of introduction

Changes the threshold to discharge a bill from committee from one-third to a majority of elected members, but requires the full chamber to consider discharged bills within two legislative days

Requires bills to be referred to committee within 14 calendar days of introduction, and allows a majority of members to petition for floor consideration of any calendared bill within a specified timeframe
