Amends Senate Rule 50 to limit committee chairs to reporting no more than three bills deemed reportable when the Senate is on the order of business of reports of standing committees

Grants the president pro tem discretion to receive additional bills beyond the three-bill limit at his or her choosing

Retains existing provisions allowing one-third of elected senators to relieve a committee of further consideration of a bill and place it on the calendar

Maintains requirement that bill authors be given opportunity to appear and be heard before a committee can report adversely on their legislation

Preserves procedure allowing one-third of elected senators to relieve a committee of an appointment, with majority Senate vote then required to grant advice and consent
