Amends Senate Rule 28 to expand the Committee on Fiscal Oversight's jurisdiction to include bills that fiscally impact local governments and political subdivisions in excess of $1,000,000 in the aggregate

Requires Senate bills returned from the House with amendments and conference committee substitutes to be referred to the Committee on Fiscal Oversight before final Senate passage

Mandates a two-thirds affirmative vote from the Committee on Fiscal Oversight to report "do pass" on any bill that would increase expenditures exceeding $1 million during any fiscal year through full implementation

Amends Senate Rule 47 to require mandatory revision of fiscal notes at specific legislative stages: before committee "do pass" votes, third reading, final passage, and presentation to the governor (changing from discretionary "may" to mandatory "shall")
