Amends Senate Rules 84 and 85 to increase the threshold for invoking the "previous question" (a motion to end debate and force an immediate vote) from a simple majority to at least two-thirds of senators elected

Requires written demand from ten senators to bring the previous question motion to the floor

Raises the vote threshold to block a senate call from a majority to two-thirds of senators elected after a previous question motion has been sustained

Maintains that no debate is allowed on the previous question motion itself, and all incidental questions of order must be decided without debate

Allows further consideration of subject matter to continue if the previous question motion fails to achieve the two-thirds supermajority
