Amends Senate Rule 52 to change the language from bills lying "over" to lying "on the table" one day before third reading, creating consistent terminology throughout the rule

Adds new requirement that Senate bills with House amendments must lie on the table one day before Senate action

Adds new requirement that conference committee substitutes must lie on the table one day before Senate action

Maintains existing one-day waiting period for Senate bills reported from committee before perfection and printing, and for perfected Senate bills and House bills before third reading
