Amends Senate Rule 96 to require the Senate to provide a live audio and video feed of its proceedings on the Senate website for members of the public who cannot attend in person

The audio and video streaming must become operational no later than April 1, 2026

Retains existing provisions governing laptop computer use by Senators and staff in the chamber, with non-laptop electronic devices for monitoring legislation permitted if approved by the Committee on Administration

Maintains prohibitions on photography in the Senate Gallery and smoking in the chamber, galleries, committee rooms, lounge, hallways, restrooms, and elevators

Introduced by the Senator from the 29th District with one-day notice as required by Senate rules
