Amends Mississippi Code sections 19-9-11, 19-9-13, and 21-33-307 to require elections before county or municipal governments issue bonds.

Mandates county boards of supervisors adopt a resolution stating the bond amount and purpose, then hold an election on the issuance question.

Requires election notice be published once weekly for at least three consecutive weeks, with first publication at least 21 days before election and last publication no more than 7 days before election.

Applies same election requirement and notice procedures to municipal governments issuing bonds under Section 21-33-301.

Requires submission to the U.S. Attorney General or U.S. District Court for the District of Columbia under the Voting Rights Act of 1965 before taking effect.
