Creates the "Mississippi Public Swimming Pool Act of 2010" requiring the State Department of Health to adopt rules protecting health and safety at public swimming pools, with rules effective July 1, 2011.

Requires a valid permit from the Department of Health to operate any public swimming pool beginning July 1, 2011, with applications including descriptions of structure, water supply, purification methods, and safety equipment.

Authorizes the Department to charge permit fees between $50-$100 for initial operating permits and up to $350 for variance application reviews.

Exempts private pools, water therapy facilities at hospitals and medical offices, and private pools used for swimming instruction from the act's requirements.

Authorizes the Department to deny permits, suspend or revoke permits, or impose administrative fines up to $250 per violation (not to exceed $1,000 total) for non-compliance with the act or adopted rules.
