Adds "limited x-ray machine operator" as a fourth specialized discipline of medical radiation technology, defined as persons performing radiographic procedures on chest, abdomen, and skeletal structures while excluding fluoroscopy, contrast studies, CT, nuclear medicine, radiation therapy, and mammography.

Increases registration fees for medical radiation technologists from an unspecified amount to $50.00 biennially and establishes biennial registration periods.

Establishes education and continuing education requirements for limited x-ray machine operators: 12 hours initial education (6 hours in radiation protection) within 12 months of employment, followed by 12 hours continuing education every two years (6 hours in radiation protection).

Revises Medical Radiation Advisory Council membership to include one limited x-ray machine operator and increases council from nine to ten members.

Extends the repeal date of Sections 41-58-1, 41-58-3, and 41-58-5 from July 1, 2010 to July 1, 2013.
