Creates the Public Transit Task Force to study present and future needs of statewide public transportation in Mississippi and report findings to the Legislature during 2011 and 2012 regular sessions.

Task force composed of 14 members including House and Senate transportation committee chairs, four legislative appointees, two Mississippi Public Transportation Association representatives, MDOT Public Transit Division director, Mississippi Development Authority executive director, Southern High-Speed Rail Commission executive director, and three gubernatorial appointees representing consumer transit users, academia, and regional planning organizations.

Task force shall establish specialized committees to study the statewide passenger transit system including rail and other public transportation modes, focusing on intercity and intracity service areas, with recommendations for future construction, rehabilitation, maintenance and improvement.

Members serve without per diem or expenses; task force receives administrative, legal, and staff support from the Legislature, Mississippi Department of Transportation, and Mississippi Development Authority, and state agencies shall provide requested facilities and data upon chairman's request.

Task force to review existing coordinated transportation plans, state rail plans, regional transportation planning initiatives for disadvantaged persons, and stakeholder compliance efforts with federal coordinated planning requirements.
