Authorizes the Department of Human Services to develop a discretionary pilot program to track recipients of Supplemental Nutritional Assistance Program (SNAP) benefits.

Pilot program shall track recipients' usage of SNAP benefits from initial receipt through termination, including duration of participation and usage patterns.

Requires tracking of recipients after SNAP termination to determine paths taken after program exit, patterns of program re-entry, and factors influencing these outcomes.

Department must provide annual summaries of tracking data to the Speaker of the House, Lieutenant Governor, and chairs of relevant House and Senate committees by December 1st each year.

Effective date is July 1, 2010.
