Appropriates $2,069,374,165.00 in general funds and $1,052,428,457.00 in special funds to the State Board of Education for fiscal year 2011 (July 1, 2010 - June 30, 2011) for K-12 and educational activities.

Sets the Mississippi Adequate Education Program base student cost at $4,774.00 and requires funding for National Board Certification ($23.5 million), Educable Child Program ($11.865 million), and textbooks ($21 million minimum).

Authorizes $126,472.00 from Health Care Expendable Fund for Mississippi Eye Screening Program and $3,550,000.00 transfer from Department of Health for school nurse program.

Restricts salary increases and promotions except for teacher salary increments, career ladder advancement, professional certifications, and positions funded through American Recovery and Reinvestment Act of 2009.

Provides $111,540,751.00 in anticipated American Recovery and Reinvestment Act funds and authorizes loans up to $1,000,000.00 to school districts for emergency assistance.
