Revises allocation of classroom supply funds under the Education Enhancement Fund to allocate funds equally among all classroom teachers, with part-time teachers (at least half-time but less than full-time) receiving one-half the amount allocated to full-time teachers.

Requires each local school district to adopt a uniform grading policy before each school year that applies to both elementary and secondary schools with age and grade-level appropriate equivalents.

Establishes that grading policies must require grades reflecting student mastery of assignments and prohibits minimum grades assigned without regard to work quality, while allowing students reasonable opportunity to retake failed assignments.

Suspends deposits into the Working Cash-Stabilization Reserve Fund from July 1, 2010, through June 30, 2012, keeping remaining Education Enhancement Fund monies available for appropriation for other educational needs.

Effective July 1, 2010.
